Charles Payne, 17, wanted by Clayton County Police

Police describe Payne as 6 feet 1 inch tall and 148 pounds, and say he is "a known gang member....known to carry a firearm and should be considered armed and dangerous." The Clayton County Police Department says Charles Jakobe Santana Payne, 17, is their suspect in the March 2 officer-involved shooting at Windjammer Plaza in College Park.

CCPS says Payne allegedly snatched $500 from a victim’s pocket and ran off. The victim chased Payne and got into a fight trying to get his money back, according to police. That’s when they say CCPD Ofc. Richey pulled up: “As Officer Richey approached the altercation, Payne produced and shot his firearm at the victim and Officer Ryan Richey, which caused them both to be struck by the bullet.”

Despite his wound, Richey rendered assistance to the victim at the scene. Richey was hospitalized and later released.

Previously, CCPD had misidentified Arterio Crumbley as the suspect, based on witness statements. On April 13, CCPD announced that Crumbley is not the suspect in this incident and that the charges against him had been dropped.
